CCAMTAC is governed by a steering committee composed of representatives of member countries, development partners, and the IMF. The committee provides strategic guidance to CCAMTAC and contributes to setting the Center’s priorities. It also endorses the CCAMTAC work program and budget. The Center is funded by bilateral and multilateral donors, member countries, and the IMF. Members help ensure that workplans reflect the needs of member countries (through their SC representatives); are coordinated with technical assistance (TA) and training provided by other donor partners and capacity development (CD) providers (through country and donor partner representatives), and are well-integrated with the capacity development, surveillance, and lending activities of IMF headquarters (through IMF representatives). Steering Committee Meeting, June 10-11, 2024
CCAMTAC officially concluded the fiscal year (FY) of 2024 with a Steering Committee (SC) meeting in Khujand, Tajikistan on June 10–11, 2024. The meeting, organized in a hybrid format, was attended by CCAMTAC member countries’ representatives, donors, and development partners as well as IMF staff. During the meeting, chaired by Mr. Yusuf Majidi, First Deputy Minister of the Ministry of Finance of Tajikistan, the SC members reviewed and endorsed the Center’s activities of the past fiscal year and the planned work program for FY 2025, and also discussed innovations in capacity development (CD) delivery, and other related issues. We would like to thank the authorities of Tajikistan for their outstanding hospitality and are looking forward to a productive year with the new Chairmanship.
Steering Committee Meeting, December 14, 2023
The Steering Committee (SC) of the International Monetary Fund’s (IMF) Caucasus, Central Asia, and Mongolia Regional Capacity Development Center (CCAMTAC) had a virtual update meeting on December 14, 2023, to cover technical assistance (TA) delivery since the beginning of the fiscal year (FY), the work program for the second half of financial year (FY) 2024, the funding/budget progress, and other issues. At the conclusion of the meeting, SC members endorsed (i) the updated (draft) workplan as presented in CCAMTAC’s PowerPoint presentation; (ii) the staffing (i.e., depending on future demand, the possibility of hiring an additional economist and a course administrator/ staff assistant); (iii)Tajikistan as the new chair of the SC in FY 2025 (May 1, 2024 to April 30, 2025). It was agreed to have the next SC meeting in Dushanbe, with proposed dates of June 10 (afternoon) – June 11 (morning).
Steering Committee Meeting, June 15 & 16, 2023
The Steering Committee (SC) of the International Monetary Fund’s (IMF) Caucasus, Central Asia, and Mongolia Regional Capacity Development Center (CCAMTAC) met on June 15–16, 2023 to review the Center’s activities for fiscal year (FY) 2023, the work program for FY2024, the center’s funding/budget, and other issues. At the end of the meeting, the SC (i) endorsed the indicative FY24 workplan and budget; (ii) supported the proposal to include results-based management information (milestone achievements) in the annual report, similar to other centers; (iii) welcomed the proposal to initiate setting-up a macro-fiscal or fiscal peer-group similar to the JVI-IMF-SNB peer group for central bank practitioners; (iv) asked to explore how to address capacity issues related to staff mobility, e.g. by sharing experiences and / or exploring cooperation with domestic training institutes or in-country workshops to scale-up domestic capacity building; and (v) suggested to have an informal SC update meeting in December 2023 (e.g. December 7). Following discussions, the steering committee also decided to continue to have annual steering committee meetings in the country that chairs the SC meeting (unless the country prefers otherwise), as opposed to the alternative to have future meetings always in Almaty.
Steering Committee Meeting, November 3, 2022
The Steering Committee (SC) of the International Monetary Fund’s (IMF) Caucasus, Central Asia, and Mongolia Regional Capacity Development Center (CCAMTAC) had the first hybrid meeting on November 3, 2022, to receive an update on the Center’s activities for fiscal year (FY) 2023, the work program for the second half of FY2023, funding/budget, and other issues. The SC update meeting took place at the margins of the Uzbekistan Economic Forum in Samarkand. At the end of the meeting, the SC chairman Mr. Behzod Hamraev reminded SC members that Armenia was selected during the June 2021 SC meeting as the new chair of SC in FY 2024. It was agreed to have the next SC meeting in midJune 2023, with proposed dates of June15-16 in Armenia. The SC meeting supported the planned program for the rest of FY23 and endorsed the proposal to hire an additional economic analyst and / or students to support regional activities.
Steering Committee Meeting, June 16, 2022
The Steering Committee met virtually on June 16, 2022 to discuss the Center’s operation and activities during FY22, including technical assistance missions, regional events, funding progress, and some administrative issues. It also discussed and endorsed the workplan for FY23. As pandemic-related restrictions in the region have been relaxed, CCAMTAC plans to gradually move to more in-person delivery of capacity development activities. In the medium-term, CCAMTAC plans to offer a tailored mix of in-person, virtual, and blended activities. Good funding progress continues, with the signature of the contribution agreement by the United States. The Steering Committee welcomed the commencement of Uzbekistan’s chairmanship and thanked Kazakhstan for the fruitful work as chair last year.
Steering Committee Update, December 7, 2021
The CCAMTAC Steering Committee (SC) met virtually on December 7, 2021 for an update on the Center’s activities, work program for the remainder of the fiscal year, funding, budget execution, and more generally to provide feedback. CCAMTAC staff presented the implementation of the workplan since June 2021. Implementation was broadly in line with plans, though with some adjustments and recalibration in part due to the persistence of the pandemic. The SC endorsed the workplan for the beginning of 2022 and other activities. Uzbekistan will take over as chair of the SC in the next fiscal year, starting in May 2022.
Steering Committee Meeting, June 29, 2021
The Steering Committee met virtually to review the Center’s activities since its virtual opening in February 2021, to discuss CCAMTAC’s strategy, and the indicative work program for fiscal year (FY) 2022. Technical assistance delivery was broadly in line with the workplan for the first few months. The meeting supported the medium-term strategy which centers on the vision to develop a 21st century capacity development center, which provides its members the best possible results-oriented service in an agile, integrated, inclusive, and efficient way, in line with the IMF 2018 capacity development strategy. The indicative workplan for FY 22 was approved.
Inaugural Steering Committee Meeting, January 29, 2021
The main purpose of the inaugural steering committee meeting was to
- launch formally CCAMTAC’s virtual operations as of February 2021; define the role of the steering committee; establish a workplan and budget for the first few months;
- seek the views of member countries on priorities and success factors; and
- hear from development partners on their expectations for the center – both current donors as well as other partners. Following the SC meeting, the IMF issued a press release here.
